How to download a birth or death certificate in Haryana online, what to do when the record is wrong, and what to do when the birth or death was never registered, with the portals, fees and routes to check.

How-To · Haryana Civil Registration

To download a birth or death certificate in Haryana, search for the record by registration number, or by name and date, on the official civil registration portal, check the details, and download the digitally signed PDF. Any person can usually apply, and the fee for a certified copy is small. But if the name or date is wrong, you may need an affidavit and a correction application. If the birth or death was never registered, you need late registration, and after the statutory window that can need an order from a magistrate. If the authority refuses, the matter becomes a court dispute.

The short answer
  • Download: search by registration number, or by name and date, on the official portal, verify, and download the digitally signed PDF.
  • Wrong entry: apply to the registrar with an affidavit and proof. A rejection becomes a legal dispute.
  • Never registered: apply for late registration. After one year an order from a magistrate or competent authority is needed.
  • Check first: fees and rules change, so confirm on the official portal.

01Why a simple download often goes wrong

Most people only need a copy of a certificate that already exists. They need it for a school admission, passport, insurance claim, bank account, or property transfer. For them, the process is quick if the record is in the system.

The trouble starts in three common cases.

  • The record is not found. Older events may sit only in paper registers of a municipal body or gram panchayat, and may not be searchable online.
  • The record is wrong. A spelling error in a name, a wrong date of birth, or a wrong parent name can block a passport or a claim.
  • The event was never registered. The family did not register it within the time allowed, and now needs a late registration.

This guide covers all three, in order. Start with the normal download. Move to correction or late registration only if you must.

Rules change

The Registration of Births and Deaths Act, 1969 was amended in 2026, and the rules on delayed registration are being tightened. Always check the current rule on the official portal or with the local registrar before you apply.

02Which portal to use in Haryana

Two official routes matter for most people.

  • The national Civil Registration System (CRS) portal: crsorgi.gov.in. It is run by the Registrar General of India and is used for registration and certificate download in many states, mainly for newer records.
  • The Haryana state citizen services portal: Saral Haryana, and the e-Disha service centres listed on edisha.gov.in. Many municipal and local body records are handled here.

Which one holds your record depends on the year and the place of the event. If one portal shows no result, try the other, then ask the local registrar.

03How to download a birth or death certificate online, step by step

  1. Open the right portal. Use the official CRS portal or the Haryana citizen services portal from the section above. Do not use look-alike sites that charge extra.
  2. Choose the service. Pick "Birth Certificate" or "Death Certificate", then the option to search or download.
  3. Enter the search details. Use the registration number if you have it. If not, use the name of the child or the deceased, the date of the event, the district, and the parent or relative details the form asks for.
  4. Verify the record. Check name, date, place, and parent names carefully. A small error now will cause problems later.
  5. Pay the fee if asked. A certified copy usually carries a small fee. Pay only on the official page.
  6. Download the PDF. The certificate is a digitally signed PDF. Save it and keep a printed copy.
  7. If nothing is found, note the exact place and date of the event and approach the local registrar (hospital, municipal body, or gram panchayat) for a search of the paper register.

Who can apply? In practice, the child, a parent, a legal heir, or a person with a genuine need can ask for a certified copy. Some services may ask for ID. For a death certificate, family members and legal heirs are the usual applicants.

Fees change, so treat this table as a guide and confirm the exact amount on the official page before you pay.

05Correcting a wrong name or date

A correction means the record exists but one detail is wrong. The Act allows the registrar to correct errors that are clerical or formal, or that were made in fraud, on proof. A bigger change, such as changing a date of birth many years later, is harder and is often questioned.

What you usually need

  • A written application to the registrar who holds the record.
  • An affidavit stating the correct detail and why the error happened. See name change affidavit format for how an affidavit is drafted.
  • Supporting proof, such as a hospital record, school certificate, Aadhaar, or parent ID.
  • A copy of the current certificate.

If the correction is rejected

A rejection is no longer a paperwork problem. It becomes a legal dispute. You may need to appeal as the law allows, or file a petition before the competent court asking for a direction to correct the record. Keep every rejection letter, because the reasons given will decide your next step.

06Late or delayed registration

A birth or death is meant to be reported within 21 days. After that, the registrar can still register it, but the route gets stricter as time passes.

  • After 21 days but within 30 days: registration with a late fee.
  • After 30 days but within one year: written permission from the prescribed officer, plus a late fee.
  • After one year: an order from a magistrate or the competent authority is needed, plus a fee. Under the 2026 amendment, the authority depends on how long the delay is, and a very late case can go to a Judicial Magistrate of the first class.

To apply, you will normally need proof of the event (hospital record, doctor note, or cremation or burial record), proof of address, ID of the applicant, and an affidavit explaining the delay. Some offices also ask for a "non-availability" certificate showing the event is not in the register.

If you also need proof of your address or land papers for the same application, see how to download an encumbrance certificate.

07If the authority refuses, what happens next

Refusal can happen in two places: the registrar refuses to correct an entry, or the magistrate refuses to order a late registration. In both cases you are now in a legal matter, not an online service.

  • Ask for the refusal in writing, with reasons.
  • Check if an appeal or revision is available to a higher officer.
  • If not, a petition before the competent court or High Court may be the remedy. Speak to an advocate.
  • Track every hearing date and order carefully. Missing a date can cost months.

If the matter is before a consumer forum or tribunal for a related claim (for example, an insurance claim held up by the wrong certificate), you can also see consumer forum case tracking software. Employers who need to confirm identity documents can read litigation checks for employee onboarding.

08Where Claw fits

Most readers will never need this section. A normal download needs only the official portal. Claw becomes useful only when a correction or late registration is refused and the matter reaches a court.

Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.

For a matter like this, Claw can help you find similar judgments on correction or delayed registration (its search covers 30 crore+ judgments, with results in under 5 seconds) and track the case and any court order by party name across 9,102 forums. Claw has a free plan for individual advocates, and paid plans for teams and enterprises. If a correction or late registration is refused, create a free Claw account to track the matter and any court order by party name. See clawlaw.in.
