Birth and Death Certificate Download in Kerala: Online Process, Correction, and Late Registration (2026)
How to download a birth or death certificate in Kerala, what to do when the record is wrong, and how late registration works when the one-year window has passed.
How-to · Kerala Civil Registration
You need a birth or death certificate from Kerala, and you want it today without visiting the local body office. In most cases you can download it online. The record is searched on the state civil registration portal, checked, and saved as a digitally signed PDF. The trouble starts when the name or date on the record is wrong, or when the birth or death was never registered at all. This guide covers all three situations: a normal download, a correction, and late registration. Last verified: October 2026.
- Download: search on the Kerala civil registration portal (older records) or K-SMART (recent), verify, and save the digitally signed PDF.
- Wrong record: correction application to the local body Registrar with an affidavit and proof.
- Never registered: within 30 days a late fee; to one year, permission and affidavit; after one year, a magistrate order.
- If refused: it is a legal dispute. Track the matter and any order by party name with a free Claw account.
01The short answer
To download a birth or death certificate in Kerala, open the state civil registration portal, choose the district and local body, search by registration number or by the name and date, verify the record, and download the digitally signed PDF. A small fee may apply for a certified copy. If the record is wrong, you need an affidavit and a correction application. If the event was never registered, you may need an order from the competent authority or a magistrate.
Which portal for which year
Older Kerala records are searched on the civil registration portal at cr.lsgkerala.gov.in. Newer records, from around 2024 onwards, are handled on the K-SMART portal at ksmart.lsgkerala.gov.in. If one portal does not show your record, try the other.
02Who can apply
Birth and death records are public records under the Registration of Births and Deaths Act, 1969, so a certificate is generally available to the person named in it, a parent, a close family member, or a person with a genuine need such as a legal heir. For a death certificate, the usual applicants are the spouse, children, parents, or the legal heir who needs it for bank, insurance, pension, or property work.
Keep these ready before you start:
- The registration number, if you have an old certificate or hospital slip.
- The full name of the child or the deceased, and the date of birth or death.
- The district, the local body (panchayat, municipality or corporation), and the year of the event.
- A mobile number or email for OTP, if the portal asks for it.
03Steps to download a birth or death certificate online
- Open the right portal. Go to the Kerala civil registration portal and choose Registration of Births and Deaths. For recent records, use K-SMART.
- Choose Certificate Search. Pick birth or death.
- Select the place. Choose the district, the type of local body, and the local body itself. The year of the event narrows the list.
- Enter the details. Use the registration number if you have it. If not, enter the name and the date. Try spelling variants, since small spelling differences are the most common reason a search returns nothing.
- Verify the record. Check name, parents or spouse, date, place and registration number. This is the moment to spot errors.
- Pay the fee if asked. Some certificate copies are free to view and some need a small fee.
- Download the PDF. The certificate carries a digital signature and a QR or verification code. Save it and print it if an office needs paper.
If the search finds nothing even after trying spellings and nearby years, the record may not exist online, or the event may never have been registered. Ask the local body office to check its register before you assume the worst.
04Certificate types, where to get them and the fee
| Certificate | Where | Fee |
|---|---|---|
| Birth certificate (older record) | Civil registration portal (cr.lsgkerala.gov.in) | Check the portal; fee, if any, is shown before download |
| Birth certificate (recent record) | K-SMART portal (ksmart.lsgkerala.gov.in) | Check the portal |
| Death certificate | Same portals, Deaths section | Check the portal |
| Corrected certificate | Local body Registrar, then portal | Application fee set by rules; confirm with the office |
| Late registration | Local body Registrar, with prior permission or court order | Late fee set by rules; confirm with the office |
We do not quote a fixed rupee amount here because Kerala fees are set by rules and can change. The portal shows the exact fee before you pay.
05Correcting a wrong name or date
A wrong spelling, a wrong date, or a missing name is common, and it can block a passport, school admission, or an insurance claim. The Act allows the Registrar to correct a clear clerical or formal error. A change of substance usually needs more proof.
What you usually need
- A written correction application to the Registrar of the local body where the event was registered.
- An affidavit stating the correct facts. See name change affidavit format for how such affidavits are worded.
- Supporting proof: hospital discharge record, school certificate, parents’ identity proof, or the death record from the hospital or cemetery.
Once the Registrar accepts the correction, the record is updated and you can download the corrected certificate from the portal. The old entry is not erased. The change is noted against it.
Name added to a birth record
If the child was registered without a name, the name can usually be entered later within the period allowed by the rules, using a simple application. Check the time limit with your local body.
06Late or delayed registration
If a birth or death was not registered on time, the route depends on how late you are. Under Section 13 of the Registration of Births and Deaths Act, 1969, the rule is broadly this:
- Within 30 days: the Registrar registers it on payment of a late fee.
- After 30 days but within one year: registration needs the written permission of the prescribed authority, an affidavit, and the prescribed fee.
- After one year: registration needs an order from a first class magistrate (or the authority the State has named for this), after the correctness of the birth or death is verified.
Kerala has tightened its checks on delayed registration in recent years, so expect the authority to ask for documentary proof and, in some cases, an enquiry.
What to carry
- An affidavit on stamp paper stating when and where the event happened and why it was not registered.
- Proof of the event: hospital record, school or baptism record for a birth, hospital or burial record for a death.
- Identity proof of the applicant and a statement from the informant, if available.
- A non-availability certificate from the local body, confirming that no entry exists.
07When a refusal becomes a legal dispute
Most corrections and late registrations are routine. A few are not. The authority may refuse because the proof looks weak, because relatives disagree on the facts, or because the change affects inheritance, age, or parentage. Then it stops being paperwork and becomes a genuine legal dispute.
Your options then are an appeal or revision as the rules allow, or a petition before the competent court or magistrate. Courts have dealt with delayed registration and correction of birth and death records before. A careful reading of how courts treated similar facts, including High Court decisions on delayed registration, helps you frame your case.
If the matter becomes a court case, you will also need to follow dates and orders. For a map of the record sources that matter in such matters, see best court record search tools in India. If the dispute is also about a property paper, the encumbrance certificate guide explains that separate record.
