How to Apply for and Fix a Ration Card in Gujarat

A ration card in Gujarat is both your pass to subsidised foodgrain under the National Food Security Act and a widely used family and address proof. The Food, Civil Supplies and Consumer Affairs Department runs the Public Distribution System in the State, and ration card services are handled through the Gujarat IPDS portal and Digital Gujarat. Cards are of different types, mainly Antyodaya (AAY) for the poorest households, priority or BPL, and non-priority or APL, and your type decides how much grain you draw and at what price. This page walks through applying for a new card, adding or removing a member, correcting a name or address, fixing a card that is blocked or de-duplicated, the fee, the timeline, and the grievance and legal route if a genuine entitlement is denied. The short answer
  • Department: Food, Civil Supplies and Consumer Affairs, Government of Gujarat.
  • Where: Gujarat IPDS (ipds.gujarat.gov.in) and Digital Gujarat.
  • Types: Antyodaya (AAY), priority / BPL, non-priority / APL.
  • Papers: Aadhaar of all members, address proof, no-duplicate proof, category proof.
  • If denied: grievance officer and State Food Commission, consumer commission or High Court; Claw can track it.

01Types of card and who is eligible

Gujarat issues ration cards by household category. The category decides the entitlement.

Card typeWho it is for
Antyodaya (AAY)The poorest households, with the highest grain entitlement
Priority / BPLBelow poverty line households covered under NFSA
Non-priority / APLAbove the NFSA cut off; identity and address use, limited subsidy

Eligibility is based on income and the exclusion criteria the State uses under the National Food Security Act. One household gets one card, with a head of family and members linked to it by Aadhaar.

02Documents you need

Keep clear scans ready:

DocumentWhy it is asked
Aadhaar of all family membersIdentity and to link each member to the card
Address proof (electricity bill, rent agreement, voter ID)To fix the Fair Price Shop and taluka
Proof that you surrendered or do not hold another cardTo avoid a duplicate card
Income or category proof, where askedTo decide AAY, priority or non-priority
Passport size photo of the head of familyAttached to the application

Use the same name spelling as on Aadhaar across every field. A mismatch between Aadhaar and the card is the most common reason a member fails to link or a card is held for verification.

03Apply, add a member, correct details

Ration card services run through the Gujarat IPDS portal and Digital Gujarat.

  • New card. Register on ipds.gujarat.gov.in or Digital Gujarat, choose the new ration card service, fill the household details, upload documents and submit.
  • Add a member. For a newborn or a new spouse, use the add member service with the birth certificate or marriage proof and the member Aadhaar.
  • Remove a member. On death or marriage out, use the delete member service with the death certificate or the new card number where the member moved.
  • Correct details. Use the correction service for a wrong name, age, address or a split of the household.

After you submit, the application goes to the taluka food office or Mamlatdar for verification before the card is issued or updated.

04Fix a blocked or de-duplicated card

Cards get blocked for a few recurring reasons. Aadhaar seeding is incomplete, so a member cannot be authenticated at the Fair Price Shop; the card was flagged as a duplicate during de-duplication; or the card was marked inactive for no transactions over a long period.

  • For an Aadhaar seeding or authentication failure, complete e-KYC for each member and re-try the biometric at the Fair Price Shop.
  • For a de-duplication flag, show that this is your only genuine card and that any other was surrendered.
  • For inactivity, apply for re-activation at the taluka food office with proof of residence.

Keep the acknowledgement of every request. If the shop or office still refuses to release your grain, the grievance and legal route in the next section applies.

05Fee, timeline and the common problems

The portal fee for a ration card service in Gujarat is small or nil, with a modest charge for a fresh or duplicate card. A new or corrected card is usually issued within a few weeks once the taluka verification is done.

Common problems are a name mismatch with Aadhaar, an address that falls under a different Fair Price Shop, a member already linked to another card, or an income figure that does not match the category claimed. Most are fixed by correcting the filing and re-applying.

06If an entitlement is denied: grievance and legal route

Subsidised foodgrain under the National Food Security Act, 2013 is an entitlement, not a favour. If a genuine, eligible household is refused a card, denied its grain, or short-weighed at the Fair Price Shop, you have a ladder of remedies. First is the departmental grievance and the District Grievance Redressal Officer and the State Food Commission that the Act requires. Where a Fair Price Shop or an officer charges more, gives less, or denies a service you paid for, that is also a deficiency in service a consumer commission can hear. And where a legal right under the Act is denied outright, a writ petition lies in the Gujarat High Court.

08Frequently asked questions

Which portal do I use for a ration card in Gujarat?

The Gujarat IPDS portal at ipds.gujarat.gov.in, and many services also run through Digital Gujarat. Verification is done by the taluka food office or Mamlatdar.

How do I add a newborn or a new spouse?

Use the add member service with the birth certificate or marriage proof and the member Aadhaar. The member is then linked to the household card.

Why is my card blocked?

Usually because Aadhaar seeding is incomplete, the card was flagged as a duplicate, or it was marked inactive for no transactions. Complete e-KYC and apply for re-activation at the taluka food office.

Is subsidised grain a right?

Yes. The National Food Security Act, 2013 makes it an entitlement for eligible households. If you are wrongly refused, you can go to the grievance officer, the State Food Commission, a consumer commission or the High Court.

What if the Fair Price Shop gives me less than my due?

Short weight or denial of grain you are entitled to is a deficiency in service. Raise a grievance and, if unresolved, a consumer complaint. Claw can track that matter across the forum that hears it.
