How to Get a Shop and Establishment Licence in Rajasthan
If you run a shop, office, hotel, restaurant or any commercial establishment in Rajasthan, you are expected to register it under the Rajasthan Shops and Commercial Establishments Act 1958. The registration is the basic proof that your establishment exists in law, and banks, payment gateways and GST officers often ask for it. It is done online through the state labour department system, accessed with your SSO login. This page explains who must register, how to do it online, the documents and fee, how renewal works, and one thing you must watch in 2026: the four national labour codes came into force on 21 November 2025, so confirm whether the state Shops Act registration continues as before or has been folded into the new regime. Last verified October 2026.
- Law: the Rajasthan Shops and Commercial Establishments Act 1958 governs shops and commercial establishments.
- Where: register online through the Rajasthan labour department system, accessed with your SSO login.
- Fee: usually slab based on the number of employees; display the certificate at the establishment.
- Labour codes: the four labour codes came into force on 21 November 2025; confirm the effect on the state Shops Act.
- If disputed: an authority appeal and any industrial dispute go to the labour court or tribunal under the Industrial Relations Code 2020.
01Who must register
The Shops and Commercial Establishments Act covers most places of business that are not factories: shops, commercial offices, hotels, restaurants, theatres and similar establishments. In Rajasthan the general position is:
- Commercial establishments with employees are expected to register within the time set after starting business.
- Very small establishments may only need to give an intimation rather than a full registration, depending on the current rules.
- The Act also governs working hours, weekly holidays, leave, and opening and closing times.
So the registration is not just paperwork: it ties your establishment to the labour rules on hours and leave. Confirm the current employee threshold and the registration window before you decide.
02Register online (step by step)
Registration is done online through the Rajasthan labour department system, accessed with SSO. Broad steps:
- 1. Log in to SSO. Use your SSO ID (or register), then open the labour department service.
- 2. Open the Shops Act registration. Select registration of a shop or commercial establishment.
- 3. Fill the establishment details. Name, address, nature of business, date of commencement, employer details and number of employees.
- 4. Upload documents. Upload the documents listed below.
- 5. Pay the fee. The fee usually depends on the number of employees. Pay online and keep the receipt.
- 6. Get the registration. After verification the registration certificate is issued and can be downloaded. Display it at the establishment.
03Documents, fee and renewal
The usual documents are:
- Identity and address proof of the employer or proprietor (Aadhaar, PAN)
- Proof of the establishment address (rent agreement or ownership proof, utility bill)
- Details and number of employees
- Business proof (partnership deed, company incorporation or GST registration where applicable)
The fee is usually slab based on the number of employees. Renewal is required periodically where the rules provide for it; keep track of the validity so the registration does not lapse. Changes such as a new address, more employees or closure must be updated with the authority.
04What the new labour codes change
The four national labour codes came into force on 21 November 2025. They reorganise much of India labour law into the Code on Wages 2019, the Industrial Relations Code 2020, the Social Security Code 2020 and the Occupational Safety, Health and Working Conditions Code 2020.
Shops and establishments are a state subject, so a state Shops Act and its registration can continue even as the codes take effect, but the detail is in transition. Before you rely on the old process, confirm:
- Whether the Rajasthan Shops Act registration still runs as before, or has been aligned with the new codes.
- Which code now governs wages and full and final settlement (the Code on Wages 2019) and industrial disputes (the Industrial Relations Code 2020).
The section numbers and some procedures under the new codes are new. Treat any specific section number as provisional and confirm against the bare Act and the Rajasthan rules.

05If there is a labour dispute
Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.
Registration is routine, but running an establishment brings disputes: an inspection penalty or a cancellation you want to appeal, a wages or full and final settlement claim, or an industrial dispute with a worker. An appeal against the labour authority, and any resulting litigation, goes to the labour court or the industrial tribunal (industrial disputes are now governed by the Industrial Relations Code 2020), and that is where Claw helps. Once a matter is filed there is a case number and a forum, and you can create a FREE Claw account to track it across the court or tribunal that hears it, with hearing dates and order updates in one place. Claw covers 9,102 courts, benches and forums, so a labour appeal, a labour court case or a tribunal matter has a real tracking home. You can also search 30 crore+ judgments (Supreme Court decisions from 1950 and High Court decisions from 1990) to see how courts have treated similar labour and establishment disputes, with results in under 5 seconds, and Claw does not train its AI models on your documents. This is general legal information and case tracking, not legal advice on your dispute, and a case search that shows nothing only means nothing was found on the forums and date searched.
For how worker exits are treated, read retrenchment and layoff in India, and to see how a similar dispute was decided, run a case search across Indian courts by party name.
