A candidate for General Duty Medical Officer was kept out because his caste certificate did not match the prescribed format. The High Court has ordered his case considered.

Why he was kept out
The petitioner applied for the post of General Duty Medical Officer under a notification of 10 September 2020, in the 3A category.
His candidature was rejected because the caste certificate he produced was not in the format prescribed by the recruitment authority. The Karnataka State Administrative Tribunal upheld that by an order of 18 January 2023.
Why that was not a good enough reason
The Tahsildar of the taluk concerned, who is empowered to issue a caste certificate, had issued one stating that the petitioner comes under the 3A category. That was not disputed.
Merely because the certificate produced was not in consonance with the prescribed format, that could not be a ground to reject the candidature.
On age, the notification set 45 years for a 3A candidate, and as on the date of applying he was 44 years, 11 months and 20 days. He fell within the criterion, and was also eligible for weightage of service for four years and ten months served under the department's programme, whether on a permanent or contract basis.

The writ petition was allowed and the Tribunal's order of 18 January 2023 quashed.
The respondents were directed to consider the petitioner's case for appointment as General Duty Medical Officer under the notification, in the 3A category, within six weeks.
